Performance Measurement Workshops
For over 10 years now, Consultants André Paradis and John Allen have facilitated professional development workshops on the subject of performance management, for individual public sector client organizations. Similar workshops on performance management for broader public sector audiences have been facilitated on many occasions for the Government Finance Officers' Association in the United States, for the Institute for International Research in Canada and in the United States, for the Canadian Institute of Chartered Accountants and for other professional development associations. This work has taken the Consultants from coast to coast as well as from the Canadian arctic region to the warmer climes of the southern USA. Evaluations of this work, by GFOA and CICA members, by IIR clients and by the Consultants' own directly served clients have been consistently very positive. The performance management concept that is advocated, and that addresses effectiveness and efficiency reporting issues is designed to serve as an important management tool for programme improvement, and to be used on an ongoing operating basis. An added benefit is its usefulness in times of budget constraints and cut-backs. Understanding well the outcomes as well as the outputs of one's programmes is of great use when trying to prioritize which programs are those that must be maintained, and which ones are those whose tenure may be deemed optional. It also serves an important role in advocating for new programs; the trend in many areas is to retrench on expenditures, not to grow these and this makes it doubly difficult to earn a fair hearing for new ideas. Further, the model provides a programme manager with the knowledge of the worth of his/her programs, knowledge that should be available prior to a benchmarking exercise.
