John R. Allen is a consultant assisting governments to develop and use performance measurement and program evaluation. He has worked in this field for almost twenty one years, the last eleven as a consultant. As a public servant John managed the Province of Ontario's government wide performance measurement system for four years. He was a key designer of Government Activity Review, an Ontario government program evaluation initiative of the mid-1980's. He also worked with the Ontario Ministry of Municipal Affairs helping local governments to implement performance measurement.
As a consultant in the field of performance measurement, John has worked with a wide variety of governments at all levels and in virtually every kind of program.
John has written or co-authored a number of "how-to" handbooks during his career, most recently for the Regional Municipalities of Ottawa-Carleton and Peel. Other documents include Performance Measurement for Municipalities for which he won the 1981 Intergovernmental Fiscal relations award from the Government Finance Officers' Association, managing by results Handbook and Manager's Guide to managing by results for the Ontario Management Board of Cabinet. John has also published articles on performance measurement for numerous journals.
